The World Food Programme’s 2025 Disaster Risk Financing Annual Report

The World Food Programme has published its 2025 Disaster Risk Financing Annual Report. It highlights the growing importance of investing in readiness through pre-arranged financing in their work helping vulnerable communities. So that “hunger can be prevented before shocks turn into humanitarian emergencies” and communities can prepare and recover faster when disaster strikes.

In 2025, World Food Programme provided USD 380 million in financial protection to more than 4.9 million people across 44 countries, supporting communities exposed to droughts, floods and tropical cyclones through innovative disaster risk financing solutions.

The report also highlights the importance of partnerships in scaling climate and disaster resilience. As Kipkorir Koskei, Director of Strategy and Partnerships at the Insurance Development Forum, notes in the report:

“The opportunity is profound: well-structured partnerships can unlock pre-arranged finance, build local insurance markets, and guarantee that the most vulnerable receive predictable protection — arriving early enough to change outcomes, not just fund recovery.”

Working with the humanitarian sector is a priority for the Insurance Development Forum. As Kip highlights on public-private partnerships, “Governments bring mandate and scale; the private sector brings capital, risk expertise and innovation; humanitarian actors ensure solutions respond to real needs on the ground.” A collaboration between the Insurance Development Forum and World Food Programme, the Global Shield Financing Facility and Humanity Insured, delivered the design of a parametric drought insurance product for Syria. It delivered a payout of USD 7.9 million in 2025, which World Food Programme could use to provide relief to communities affected by a historic drought. Proving that insurance can be an effective pre-arranged disaster financing tool, even in fragile contexts.

The Insurance Development Forum will continue to drive efforts that strengthen resilience and help build Future Ready Nations by enabling faster, more predictable humanitarian action before crises escalate.

We look forward to continuing our collaboration with World Food Programme and the humanitarian community to advance sustainable, people-centred disaster risk financing solutions for regions most exposed to climate and disaster risks.
