What is a key driver of economical growth in emerging markets and developing economies (EMDEs)?
Investment in infrastructure projects.
This is where the Infrastructure Resilience Development Fund (IRDF) comes in. Designed specifically to meet relevant investment criteria, this debt fund will invest in small to medium-sized commercial infrastructure projects in EMDEs, focusing on assets including water, waste, energy, transport, health, and digital.
In 2025, the Insurance Development Forum announced a USD 340 million first close of the IRDF for resilient infrastructure projects.
More recently, the Private Infrastructure Development Group (PIDG) announced additional support for the fund, subject to regulatory and investor approvals: a USD 6.4 million first-loss catalytic capital investment, alongside a USD 35 million partial second-loss guarantee at the end of the fund’s life from GuarantCo, PIDG’s guarantees solution.
These instruments are intended to strengthen the IRDF’s risk profile and encourage greater participation from institutional investors – helping demonstrate the investability of EMDE infrastructure and mobilise capital at scale.
